Moving to 1.22 per release discussion, deprecation warning will happen in 1.21 (see #27742).

We can change the spec before removing the implementation, so I see no problem changing the the spec in 1.21. If anything, removing it from the spec makes it clear that it's on its way out, and only code written before 1.21 can reasonably expect it to be in the language.

Good point, let's do this in 1.21 in conjunction with #27742.
