I'm passing this back to Area=IO, since it looks like a flake in the error-throwing code. It's hard to say for sure until issue #9853 is resolved and a stack trace is available, but it looks like the error is being incorrectly top-leveled; pub and the libraries it uses are generally very good at ensuring any errors they receive are properly handled.
